David P. Sheehan is the founder and managing attorney of DPS Law, a multi-sector, full-service law office and business consulting firm based in Charlotte. He trained in finance before law: top of his class at East Carolina University, then Merrill Lynch and private equity. He earned his J.D. from Whittier Law School as a Dean’s Merit Scholar and has practiced for nearly two decades. In 2014 he turned entrepreneur in the emerging cannabis industry, building his personal company and assisting multiple colleagues through eight-figure exits, consulting for clients from startup to IPO, and managing a portfolio of assets for a private REIT whose investors included BlackRock. Today his practice centers on business law and consulting in emerging markets: peptides across every channel, from manufacturers and labs to physicians, MSO structuring, telehealth, capital raises, and roll-ups. He also serves on the board of a peptide company.

Founder & Managing Attorney

David P. Sheehan is the founder and managing attorney of the Law Offices of David P. Sheehan, PLLC, a Charlotte-based firm that has grown into what his career had been building toward all along: a multi-sector, full-service legal and business consulting practice.

Mr. Sheehan grew up on the Outer Banks of North Carolina and attended East Carolina University, where he graduated at the top of his class in finance. He began his career at Merrill Lynch and then with a private equity group, complementing his finance degree with hands-on experience in portfolio management and in public and private funding, learning how capital is raised, priced, and deployed before he ever set foot in a courtroom. He went on to earn his Juris Doctor from Whittier Law School in California, where he attended as a Dean’s Merit Scholar and completed the three-year program early.

Admitted to the Virginia State Bar in 2006 and the North Carolina State Bar in 2008, Mr. Sheehan opened the Law Offices of David P. Sheehan, PLLC in Charlotte in 2008 after appearing in over 19 Circuit and District Courts, including the Eastern and Western Districts of Virginia. Over the years that followed, he built a broad trial and transactional practice, litigating hundreds of matters and earning membership in the Million Dollar Advocates Forum and the Multi-Million Dollar Advocates Forum. That courtroom foundation still informs everything the firm does, but it was the beginning of the story, not the point of it. Prior results do not guarantee a similar outcome.

In 2014, Mr. Sheehan shifted his focus to entrepreneurship in the then-emerging cannabis industry. Over the following years he founded and built multiple licensed entities (serving as developer, operator, and chief legal officer of his own ventures), raised capital at successive valuations, and ultimately structured an eight-figure exit. Along the way, he consulted for companies at every stage of growth, including clients who went from startup to IPO and are currently operating within the industry’s mature growth phase as Private and Public Multi-State Operators.

As principal of REO Consulting, LLC, Mr. Sheehan was engaged by companies across virtually every vertical of the cannabis market: construction, construction management, cultivation, manufacturing and laboratory operations, processing, distribution, and retail. He managed a portfolio of assets for the largest Cannabis REIT whose investors included BlackRock. That work ran from forensic financial audits and management restructuring through licensing, compliance, development, and disposition, reporting directly to ownership groups, boards, and institutional investors.

The firm is now built on that accumulation of experience: formal training in finance, years as an entrepreneur inside the capital markets, two decades of law practice, and the firsthand building, operating, and exiting of his own companies. The Law Offices of David P. Sheehan, PLLC, known now as DPS Law, has recently transitioned into a full-service law office and business consulting firm, one that advises clients on what the law allows, how to efficiently build and alter clients’ business models, assistance with scale, raising capital, and exit strategies.

Today, Mr. Sheehan concentrates his practice on business law, business consulting, and emerging markets, with particular depth in the peptide industry across all of its channels (manufacturers and laboratories, physicians and clinics, and management services organizations, including designing MSO structures from the ground up), through telehealth platforms, capital raises, and roll-ups. He is also an equity holder and serves on the board of directors of a peptide company.

The firm’s bench reflects the same multi-sector reach: Of Counsel attorneys in complementary practice areas alongside CPAs, financial planners, politicians available for consulting, digital-strategy professionals, and AI business operations consultants, all coordinated by Mr. Sheehan as a single point of contact. Mr. Sheehan is admitted to practice in North Carolina and Virginia, but his practice and consulting span nationwide as many of his clients operate throughout the United States.

Why a bench instead of a bigger firm.
